NFL, referees' association in ongoing talks over new labor agreement

The National Football League (NFL) and the NFL Referees Association (NFLRA), which represents the league's on-field officials, continue negotiations on a new collective bargaining agreement.[1] The current deal is set to expire on May 31, 2025.[1][2]

The NFL has begun preparations for potential replacement officials should talks extend into the preseason for the 2025 season, according to internal emails reviewed by ESPN.[2] Pro Football Talk first reported the possibility of the league turning to replacements if negotiations become contentious.[1]

ESPN college football analyst and former NFL punter Pat McAfee criticized the prospect on X, formerly Twitter, stating, "Nope we can’t be doing replacement high school refs in the nfl again."[3] McAfee, host of "The Pat McAfee Show," urged officials to prioritize accountability and the game's integrity.[3]

Any use of replacement referees would recall the 2012 NFL referee lockout, when the league employed officials from Division III colleges, high schools and developmental leagues for the first three weeks of the season.[4] The lockout ended on September 27, 2012, after a new eight-year agreement was reached.[4]

The controversy peaked with the "Fail Mary" play on September 24, 2012, during a Monday Night Football game between the Green Bay Packers and Seattle Seahawks at CenturyLink Field in Seattle.[4][5] Replays showed Packers safety M.D. Jennings controlling the ball before Seahawks receiver Golden Tate, but replacement officials ruled simultaneous catch, giving Seattle a 14-12 victory.[5]

The NFL has previously emphasized improving officiating standards. In 2023, the league stated it was focused on "implementing changes to the agreement in ways that will improve the performance of our game officials, increase accountability."[1]
